The FDA has cleared four more nicotine pouches for the US market, and this time the flavors are the story. On August 4 the agency granted marketing orders to Helix Innovations for four on! pouches: Rich Berry (2mg), Cappuccino (2mg and 4mg), and Autumn Spice (2mg).
Here’s why that’s notable. When the FDA made its first pilot-program clearances in December 2025, they were six on! PLUS pouches in conventional Mint, Tobacco, and Wintergreen. These four are dessert-and-fruit flavors at low nicotine strengths, and they’re the first of that kind the agency has waved through. The clearances came out of the FDA’s nicotine pouch review pilot program, launched in September 2025 to speed up how it evaluates premarket tobacco applications (PMTAs). To authorize a product this way, the FDA has to find the company showed marketing it is “appropriate for the protection of public health.” The agency said these carry lower levels of most HPHCs than other oral and smokeless tobacco products.
One thing to keep straight: this is not the same as the ZYN decision on July 2, when the FDA let 20 pouches be advertised as lower-risk than cigarettes. That’s a rarer, higher bar. These on! orders are the ordinary kind: a green light to sell, nothing about what the packaging may claim.
What it means for you. If you smoke and you’re weighing a switch, this quietly widens the field of regulated, lab-reviewed pouches. A cleared product also means known ingredients and a real manufacturer behind it, versus the gray-market pouches flooding gas stations. None of that makes them risk-free: the nicotine is addictive, “lower-risk than smoking” is a low bar, and if you don’t use tobacco at all, the healthiest move is to keep it that way. The pushback is about kids. The American Lung Association’s Ranjana Caple called it “another gamble with kids’ health,” arguing the FDA “should be protecting kids — not authorizing more flavored products.” The American Heart Association raised the same alarm, noting pouches are now among the more common tobacco products used by US teens. The FDA’s counter is procedural but real: an authorization isn’t an endorsement, the orders can carry postmarket surveillance requirements, and the agency says it can pull a product if youth uptake climbs.
More pilot-program decisions are expected, so the flavor question won’t settle here. The number to watch is next year’s youth data. It’s what decides whether cheaper, faster clearances read as a win for adult smokers or an open door for teens.
