UAE Sets Dh1-per-mL Minimum Vape Tax Starting September 1

The UAE Ministry of Finance has told vape sellers that starting September 1, 2026, no bottle of e-liquid gets taxed as cheap juice anymore. The change, announced August 6 through the state’s Emirates News Agency, sets a minimum Excise Price of Dh1 per milliliter on liquids used in electronic smoking devices.

Here’s the mechanic, because it’s easy to mix up. This isn’t a new tax rate and it isn’t a minimum shelf price. The UAE has taxed vaping liquid at 100% excise since the category was brought into the regime, and that rate stays put. What’s new is the base the tax gets calculated on. Previously, a bargain-bin bottle selling for a few dirhams a milliliter was taxed on that real, low price. Now the tax authority treats every milliliter as worth at least Dh1, no matter what it actually sells for. A 60mL bottle listed at Dh40 gets taxed as if it were priced at Dh60. The retailer can still sell it for Dh40, but the excise bill is calculated on the higher figure. The Ministry framed the move as closing a gap: it said the change would help keep “pace with developments in the market for excise goods,” apply consistent standards across tobacco and vaping categories, and support compliance by limiting practices that undercut how the excise tax gets collected. The announcement doesn’t draw any distinction by nicotine content, and it leaves the long-standing minimums for cigarettes and shisha tobacco untouched.
